If your GSTIN shows "Cancelled" or "Suspended" on the portal, two clocks are already running: one for revoking it, and a second, quieter one on how long you can still file the returns it needs. For a marketplace seller the stakes are immediate, because a bad GSTIN status can restrict your seller account and hold your payouts.
Suspended vs cancelled: what each means
| Suspended | Cancelled | |
|---|---|---|
| What it is | A temporary hold while cancellation is being decided | The registration is ended |
| Taxable supplies | Not allowed | Not allowed |
| Returns | Not required during suspension | Pending returns up to the cancellation date still count |
| Can it be undone? | Yes, by replying to the notice or filing the pending returns | Yes, by applying for revocation, within a deadline |
| Notice form | REG-31 | REG-19 (order) |
Suspension is usually triggered when the department starts cancellation proceedings or flags large mismatches between your GSTR-1 and what your buyers or marketplaces reported. For some suspensions, filing the pending returns can lift the suspension automatically.
Why registrations get cancelled
The common causes for sellers:
- Not filing returns. A regular taxpayer who has not filed for six continuous months, or a composition taxpayer who has missed three consecutive periods, can be cancelled.
- No reply to a show cause notice. The notice (REG-17) gives you 7 working days to reply in Form REG-18. A missed notice is the usual route from "warning" to "cancelled".
- Business not started or address problems. For example no operations from the registered address.
- Fraud or ITC irregularities. These are rarer but harder to reverse.
Many sellers never see the notice because it goes to a stale email or a mobile number nobody checks. If you sell on marketplaces and have not logged into the GST portal for a few months, check it now.
How to revoke a cancelled registration
- Read the order and note the service date. The cancellation order is Form REG-19, available after you log in at gst.gov.in. The revocation clock runs from the date it was served on you.
- File every pending return first. If the cancellation was for non-filing, file all returns due up to the cancellation date, with the tax, interest and late fee. Use the GST Late Fee Calculator to estimate the cost. Our common GST return filing mistakes guide covers what to check on the way.
- Apply in Form REG-21 within 30 days of the order. If you miss the 30 days, you can still apply with a reason for the delay: the Additional or Joint Commissioner can extend by up to 30 days, and the Commissioner by a further 30, so the limit is about 90 days.
- Watch for a notice. If the officer is not satisfied, they send Form REG-23 and you reply in Form REG-24 within 7 working days.
- Wait for the order. If approved, you get a revocation order in Form REG-22 and the GSTIN becomes active again. If rejected, you can appeal under Section 107 within the usual appeal period (generally 3 months, plus 1 month on sufficient cause). See our GST notice and dispute guide for how appeals work.
Revocation applies where the officer cancelled your registration. If you applied to cancel it yourself and have since changed your mind, the route is a fresh registration, not revocation.
The 3-year return bar: the clock that can block you
Revocation usually needs your pending returns filed. But GSTR-1, GSTR-3B, GSTR-9 and several other returns can no longer be filed once three years have passed since their original due date. The portal began applying this from 1 July 2025, and the restriction rolls forward month by month.
What that means in practice:
- If your registration was cancelled for non-filing a long time ago, the oldest pending periods may already be blocked, and a blocked return can stop a revocation.
- The tax does not lapse. The department can still recover tax, interest and penalty for blocked periods, and a taxpayer can pay what is due through Form DRC-03.
- There is an "Application for Unbarring of Returns" facility for exceptional cases, but approval is at the officer's discretion, so do not plan around it.
The practical lesson: with a cancelled or suspended GSTIN, the delay is the expensive part. Check which period is oldest and act on that date, not on the date you noticed the problem.
If the window has passed
- Appeal the cancellation order under Section 107 if you are still within the appeal period. See our GSTAT and appeal guide.
- Take a fresh registration if both windows are gone. You get a new GSTIN, and the old period's dues still have to be settled. Our simplified GST registration guide explains the current process.
- Reverse ITC on stock as the law requires at cancellation. A CA should compute this, as it is based on the higher of the credit or the output tax on the stock.
What it means for your marketplace account
Amazon, Flipkart and similar platforms check GSTIN status. Expect restricted listings or held payouts until a valid GSTIN is on file, and check the platform's own seller policy for the exact action. Revoke first, then update the GSTIN in your seller account.
